List I: Documents for Enrolment of Children Up to 5 Years (Baal Aadhaar)
Enrolment for infants and young children under 5 years is mandatory through Head of the Family (HoF) based authentication.

UIDAI Standard Certificate Format (Proof of Address / Identity)
If you do not possess standard identity or address documents, UIDAI allows you to submit a Standard Certificate for Aadhaar Enrolment/Update signed by an authorized certifier. To prevent rejection, you must strictly follow UIDAI’s guidelines:
Who Can Certify?
The certificate is valid only if signed and stamped by one of these recognized officials:
- MP / MLA / MLC / Municipal Councillor (PoA only)
- Gazetted Officer Group ‘A’ / EPFO Officer (PoA only)
- Tehsildar / Gazetted Officer Group ‘B’ (PoA only)
- Gazetted Officer at NACO / State AIDS Society (PoI & PoA)
- Head of Recognized Educational Institution (for current students only, PoA)
- Village Panchayat Head / Mukhiya / Gaon Bura / Panchayat Secretary / Village Revenue Officer (PoA)
Physical Form Requirements
Strict structural rules set by UIDAI for the physical certificate submission:
- Plain A4 Paper: MUST be printed on plain A4 size paper (letterhead NOT required).
- CAPITAL LETTERS Only: All entries must be neatly filled in BLOCK LETTERS.
- Pen Type: Use black or blue ballpoint pen only (no ink pens or pencils).
- Leave Boxes Blank: Leave one box blank between words. Do NOT write "NA" or "N/A".
- 3 Months Validity: Certificate is strictly valid for 3 months from the date of issue.
Mandatory Certifier Checklist (How to Avoid Rejection):
1. Cross Signature & Cross Stamp: The resident’s recent colour passport photograph (35mm x 45mm) must be pasted in the box and cross-signed and cross-stamped by the certifier such that stamp/signature overlaps both the paper and photo.
2. ZERO Overwriting: Any overwriting, correction fluid, or cutting will cause immediate automated rejection at the centre.
3. Checklist Boxes Ticked: The certifier must tick all 5 checklist confirmation boxes and provide complete official contact and office address details.
Critical UIDAI Rules: Date of Birth, Name & Gender Limits
UIDAI enforces strict regulatory limits to safeguard national identity records against fraud and tampering:
Mandatory Birth Certificate for Minors (< 18 Yrs)
If Date of Birth in Aadhaar is recorded as declared/approximate, residents below 18 years of age must mandatorily present a Birth Certificate issued under the RBD Act, 1969 to update DoB.
Corrected Birth Certificate with Same BRN
If the holder earlier submitted a birth certificate, any subsequent date of birth correction requires a corrected birth certificate retaining the identical Birth Registration Number (BRN).
Post-Marriage DoB Updates for Women
Women updating DoB after marriage can submit their pre-marriage proof of date of birth alongside legitimate proof of marriage / name change.
Exception Handling Beyond Regulation 19(3)
UIDAI allows name and gender updates only within prescribed limits. Any update requested beyond the limit requires standard exception handling procedures (SOP with Regional Office approval).
"Baby of..." Name Update for Children
For children enrolled as "Baby of [Parent]", the first update request for full legal name change is permitted by presenting the official Birth Certificate.
Head of Family (HoF) Address Sharing
Family members living at the same address without their own PoA can use the official HoF Self-Declaration (valid 3 months) along with the HoF's biometric authentication.
Know the Official Government Charges for Enrolment & Update
Enrolment is always 100% Free. Adult biometrics are ₹125, demographic update ₹75, and online document update is Free till June 14, 2027.
